Dr. David Braddock, with the
Coleman Institute for Cognitive
Disabilities at the University
of Colorado, publishes the State
of the States in Developmental
Disabilities.
Beginning in 1982 and now in its
8th publication, he has tracked
the programming and financing
performance of states in their
developmental disability
services.
In his most recent report, Dr.
Braddock summarizes Illinois as
follows:
Poor reimbursement rate when
compared to all reporting
states,
Low use of small residential
settings,
Low percentage of funds for
community vs institutional
programs
Slow disability program
growth vs state version of
Gross Domestic Product
Below average % of spending
on developmental disability
services vs personal state

developmental disability system
must be at the forefront of
those issues that the governor
and legislature must address.
